NGOs and IPEC

The active involvement of civil society organizations - in particular of non-governmental - is an essential element in the fight against child labour.

In the child rights movement, NGOs have assumed proactive roles:
n As advocates within the community
nAs direct service providers
n As resource persons for capacity building in research and training

What can NGOs do?

n
Discover and publish concrete cases of child labour
n Influence family and community concerns and values that determine whether and where children work
n Devise and implement action programmes on behalf of children already working
n Lobbying and advocating for children's rights and policy reform, initiating media campaigns and providing documentation
n Conduct action research
n Training and building partnerships with other actors

NGOs participate and contribute to ILO action against child labour

NGOs have been active partners in the implementation of IPEC in a number of ways:

NGOs are actively involved in the process of setting policy and a framework for implementation of IPEC country programmes:

nPreparation of a National Plan of Action is carried out through broad-based consultation among government agencies, workers' and employers' organizations and NGOs
nThe National Steering Committee (NSC) is composed of representatives of key government agencies, workers' and employers' organizations and experienced national NGOs.

NGOs are supported by IPEC to implement action programmes for the prevention of child labour through e.g.

nAwareness-raising
nassisting families and children at risk to find alternatives to child labour

NGOs play a crucial role in the process of withdrawing children from hazardous work and providing them with appropriate options and rehabilitation programmes, through
nNon-formal education
nCounseling
nHealth care
nIncome-generation activities for the families
