Ministry of Manpower and Transmigration; Directorate
of Labour Standards
Directorate of Labour Standards is a directorate
under Directorate General of Industrial Relations in Ministry of
Manpower and Transmigration. The Ministry of Manpower is a government
body which has mandate to coordinate all of the activities and issues
that relates to the manpower and transmigration matters in Indonesia.
The collaboration with the Directorate since 1992
until now. In the first biennium of the collaboration the working
title was "Upgrading knowledge and skills of labour inspectors
on child labour". During this collaboration 130 inspectors
were trained and guided in doing child labour inspections with the
methodology developed by the ILO Labour Administration Branch. For
the second biennium of collaboration, the working title was "Training
of labour inspectors in methods for resolving problems related to
child labour". 60 labour inspectors coming from 6 provinces
have been trained on Methods for Resolving Problems Related to Child
Labour. In 1996/1997 collaboration a guideline on child labour inspection
has been completed which aim to protect working children and progressively
prohibit, restrict and regulate child labour with a view to its
ultimate elimination as mention in the MOU. As for the latest collaboration
which the working title is "Setting up a Mechanism within the
Ministry of Manpower and Transmigration to Ensure Immediate, Effective
and Sustainable Action is Taken to Eliminate the Worst Forms of
Child Labour, as is required by Convention 182", the collaboration
succeeded in producing a new module on child labour for regular
labour inspectors training and a preliminary draft on child labour
regulation. Another training for labour inspectors from eastern
part of Indonesia was also organized which is attended by 60 labour
inspectors from 12 provinces.
