Ministry of Home Affairs

The Ministry of Home Affairs is a government body which has mandate to coordinate all of the domestic issues in Indonesia, especially in governmental issue and its political implementation.

The collaboration with IPEC goes from 1996 until 1999 with one main working title which is "Mainstreaming Child Labour Elimination Efforts within the Government's poverty alleviation programmes for backward villages (IDT)". During the collaboration 270 motivators from 6 selected provinces (Riau, Lampung, West Nusatenggara, Central Sulawesi and West Kalimantan) had been trained to convince many parents, local government and concerned parties on the risks associated with child labour and the importance of education for the children. The work of those motivators considered successful since 1425 working children aged 7-14 years old were supported by a scholarship, of which only approximately 300 to 350 were financed by IPEC and the other children were funded by other government funds or the national foster parents' movement.

After completion of the programme under the first phase, the government continued provide scholarship to approximately more than 3000 scholarships. Since the result of the programme was successful, it is replicated for the second phase in other provinces. During the second phase, the collaboration with related institutions such as National Planning Board, Ministry of National Education and Foster Parents Movement is continued and more of local government take new initiatives to prepare program for child labour and also the NGOs start addressing the issue and combating child labour in the informal sector. The increasing number also goes to the media reports and coverage on the child labour in informal sectors by local mass media. 3 days workshop was organized for 350 motivators from new 9 selected provinces (East Java, Central Java, Yogyakarta, South Sumatra, Bengkulu, North Sumatra, West Sumatra, Bali and West Java) on P2ADT (Penghapusan Pekerja Anak di Desa Tertinggal), particularly on how to perform their tasks as the agent of the elimination of child labour. A seminar in socializing the P2ADT programme to related partners in the 9 targeted provinces conducted.
