Ministry of National Education is a government
body which has mandate to coordinate all of the nation educational
activities, system and matters in Indonesia.
The IPEC collaboration with Directorate of Out
of School Education (DIKMAS) is started in 1996/1997 with working
title "Integrated approach to non-formal education to combat
child labour". Due to the internal problems that the directorate
facing such as identifying appropriate project personal, counterpart
budget, mobile staff, etc, other activities were delayed and the
Action Programme evaluated. However a core team of the project was
established and commissioned study was conducted. But based on IPEC
assessment, the project is considered very strategic for the work
of IPEC in Indonesia since the project is aimed to mainstream child
labour into major government programme on non-formal education,
therefore with the new management the project is extended up to
biennium 2000/2001. During the extension period a Community Learning
Centre (CLC) identified and partnership developed. The CLC personals
were trained by project team, experts, consultant and local government
about how to implement the Package A and B programme, how to motive
learners and their parents. Core curriculum for package A and Package
B learners refer to regular curriculum which was modified based
on learners needs and condition of their work.
